A long time. Most people would be more familiar with region locking in game consoles when looking for old examples. And no how the regions on laid out is actually a bit arbitrary. The US film and TV industry heavily influenced them. The regions line up almost perfectly with how major studios define their distribution regions....

Yep. Only thing with NTSC is there's actually a variant of it that is unique to Japan which is mostly compatible but it's why some bootlegs of Anime on VHS playback with weird audio glitches ...

That does sound like a PAL/NTSC issue. The two standards are quite different, with both picture size and frame rate different. According to Wiki, the NTSC frame rate was originally chosen to match the US electrical power frequency because that provided an accurate clock with which to drive the camera shutter motor. US and European VCRs played the tapes at different speeds so I remember borrowing tapes from a friend of mine and only seeing something that would make scrambled porn look and sound clear. (If that's the PAL vs NTSC thing, I apologise for repeating Renko's point.)

Ah well, as I understand it that still could be a case where the different codes just came as a natural way of handling a problem. How long exactly has the system been in place?

Nope, region codes are all about controlling distribution because movies get released at different times in different locations. Don't even get me started on the fact that some regions contain countries that use both PAL and NTSC which just confuses things even more....
